Run any what-if options to determine best work around alternatives.
Progress Reporting: Prepare schedule text for monthly progress reports. Run monthly layouts, sorts, filters, and organize reports and schedule diagrams and analyze progress and variance for trending and analysis.
Additional Project oriented functions: Maintain and file schedule deliverables into document control system. Track and integrate into the schedule permitting, environmental, and regulatory compliance needs and associated risks.

Programme Development Manager -Shelter & WASH at Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In mid-April 2016, NRC conducted a Pre-Assessment mission in the refugee camps of Mtendeli/Karago, Nduta and Nyarugusu of Tanzania to gain an understanding of the humanitarian situation, identify gaps and needs for the Burundian refugees in the Country. The assessment revealed that the humanitarian situation for the refugees requires urgent intervention as the needs in almost all the sectors relevant to NRC are high. As of May 2016, Tanzania was hosting over 140,007 Burundian refugees and number was project by UNHCR to reach 170,000 people by the end of 2016. In view of this, NRC has decided to establish an operational office in Kibondo area in north western Tanzania to respond. The initial focus of the operation will be in Mtendeli/Karago and Nduta refugee camps. NRC will start with interventions focusing on two sectors, shelter (transitional, including a WASH component; family latrines) and education (initially construction of permanent classrooms).
The purpose of the Project Development Manager is to design, develop and implement Shelter & WASH programme/project in a small and medium size Country Operation or a start-up/small Shelter & WASH in a large country.

Job description

Generic Responsibilities:
Develop Shelter and WASH strategy, technical SOPs / guidelines and Macro LFAs
Compliance and adherence to NRC policies, Shelter and WASH tools, handbooks and guidelines
Responsible for management of funding proposal, project budgets and donor reports
Recruitment and overall management of project staff
Establish, coordinate and manage Shelter and WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Ensure capacity building of project staff and transfer key skills
Liaison and collaborate with relevant local and national authorities, UNHCR, NGOs and other stakeholders, and represent NRC in relevant forums/cluster/working groups.
Identify funding opportunities and develop and revise funding proposal, budget and donor reports
Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

Initiate and conduct new assessments, and develop new program proposals within shelter and WASH, linked to the country strategy
Recruitments of project staff and ensure capacity building and transfer key skills in order to build a strong national project team.
Explore new methodologies, techniques, and materials for development and design for shelter and WASH solutions
Daily coordination with other UN and other NGOs to identify gaps and avoid duplications
Qualifications

Generic professional competencies:
Higher education, preferably within architecture or engineering or related fields of study
Programme management experience from a senior level position in a humanitarian/recovery context
Technical Shelter/WASH expertise with minimum 5 years of international experience managing and implementing shelter/WASH project. Experience with start-up of shelter and WASH, or related programmes is an advantage

Context/ Specific skills, knowledge and experience:

DRC is looking for highly qualified, self-motivated Shelter and Construction Manager for its program in Tanzania, able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.

Background
Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp. DRC are working in Nduta and Mtendeli refugee camps, with a current combined population of 75,000 refugees, and expected population of 100,000. DRC are working in the sectors of Camp Management and Community Services, Protection, Livelihoods and Shelter/Construction. Following the initial emergency response in 2015, DRC deployed emergency responders to open the program and are now, in 2016, stabilising the program to continue to address the needs of the growing refugee population in the three camps. DRC are based in Kibondo, Kigoma region with a sub-office in Kasulu.

Job Profile
Under the supervision of the Head of Program (Tanzania), the Shelter/Construction Manager (SCM) will oversee continued implementation of DRC shelter and construction activities in Nduta, Mtendeli and Nyarugusu Camps. Until end 2016, the SCM will be supported by a Transitional Shelter Manager to support the roll out of a large-scale T Shelter project in Nduta camp. Until that point, the SCM will focus on construction activities including schools, community centres and police posts in the camps, and coordination with other stakeholders to develop the shelter strategy. From 2017, the SCM will be fully responsible for the ongoing remaining shelter and construction activities.


Key Responsibilities:
Responsible for planning, implementing, following-up and supervising DRC shelter and construction activities in Nduta, Mtendeli and Nyarugusu refugee camps;
Support UNHCR in the development of strategies and designs for school building and community infrastructure in camps;
Ensure timely and effective compliance with construction plans;
Ensure that adequate staffing is in place for the construction activities, and to the extent possible build local construction capacity;
Monitor financial commitments and expenditures against construction budgets;
Ensure that the organisation’s financial, logistics, security and human resources policies and procedures are fully adhered to and implemented in relation to all construction activities;
Supervise the Transitional Shelter Manager, and later directly supervise the Transitional shelter team, to implement a large scale T Shelter project in Nduta camp.
Develop a work plan for activities and ensure progress and quality in line with applicable international standards and agreements.
Involve community in all stages of construction activities, from planning to implementation and evaluation;
Supervision of contractors and suppliers, ensuring that deliveries take place according to the quantity and quality agreed;
Ensure that all documentation related to shelter and construction activities for works and supplies is completed in a timely manner.

Reporting
Report regularly on shelter activities to the Head of Programme and Grants/Reporting Officer for internal, operational and donor reporting.

Qualifications
Advanced university degree in architecture, engineering, construction or related field or the equivalent practical experience;
Minimum 5 years of professional experience in programming and designing of schools and community infrastructures: offices; community centres; recreational and child friendly spaces etc.;
Minimum 10 years of professional work experience in managing construction programs, including at least 5 years at the international level;
Experience with implementation of large-scale construction programs in post conflict regions;
Minimum 3 years of humanitarian work in deep field locations;
Excellent analytical and communication skills;
Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
Ability to work under pressure, with minimal supervision, and in a culturally diverse team;
Experience with preparing design presentations, tendering including BoQs and technical design drawings for rehabilitation and new construction.

Conditions
Contract: Contract until end June 2017, with possibility of extension dependent upon funding. Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa and Yemen Regional Office.
