are headquartered in New York City and have a program office located in
Mwanza, Tanzania, In particular, we focus on improving the quality and
quantity of the health workforce within the Lake Zone and partner with a
wide variety of international, national and local stakeholders to build
capacity, secure resources, and effect policy change,

Construction Manager - 1 Part Time Contract Position'
Job Purpose:
Under the supervision of the Project Manager and in close coordination with the Country Director and Program Director, the
Construction Manager will provide technical leadership and management
oversight for the construction of a 20 person student hostel, the
extension of an existing student hostel and the construction of faculty
housing to accommodate 2 specialists all located in Shinyanga town,
Job Requirements:
Technical guidance and support
Monitor and provide technical support for all construction activities
Undertake regular field trips to all construction sites
Review construction designs and applicable building and environmental policies
Develop and manage construction schedule in collaboration with
construction firm, monitor budget and actively identify and mitigate
risks
Inspect and review projects to monitor compliance with building and safety codes, and all applicable regulations
Interpret and explain architectural plans and construction designs to Touch Foundation staff and stakeholders
Ensure all necessary permits, licenses, inspections and signatures are obtained by the architectural/engineering firm and/or
Construction Company
Serve as liaison between architectural/engineering firm, construction firm and Project Manager
Oversee the requisition of supplies and materials to complete construction
Networking
Ensure that the physical technical and functional design and
construction effort is aligned with Government of Tanzania building
specifications and environmental regulations, by building strong
professional relationships with relevant government ministries at
national, regional and district levels
Engage with others in the construction sector in Tanzania to leverage
lessons learned, best practices and models relevant to operating theater
construction
Liaise with Touch Foundation Project Management Team, providing updates
on progress, challenges and timings of construction Reporting
Prepare and submit monthly tracking reports to Project Manager
Skills specific to the post
Knowledge on health sector construction and project management
Knowledge of materials, methods, and the tools involved in the construction or repair of buildings
Knowledge of design techniques, tools, and principles involved in
production of precision technical plans, blueprints, drawings, and
models
Knowledge of the practical application of engineering science and
technology. This includes applying principles, 'techniques, procedures,
and equipment to the design and production of various goods and services
Ability to manage the construction company in order to achieve all
agreed schedule milestones and also maintain high quality workmanship
within available budget
Understanding of procurement processes in the Tanzanian context
Proficient in computer skills and use of relevant software and other
applications, (e.g. word processing, spreadsheet, database, internet)
Availability
Flexibility to increase or decrease weekly hours based on the demands
of the projects as they progress through the various stages of
construction
Qualifications and Experience
• Education - University BSc degree or diploma (Civil Engineering or
• Environmental Engineering)
• Registration as a professional engineer or comparable accreditation
• At least 5 years demonstrable, progressive experience in design,
planning, monitoring and project management of construction projects
• Training - completion of courses on: partnership management and/or project management;
• Experience - strong experience in large project management, specifically involving construction in the health sector
• Experience in working with a variety of, actors including
• Government agencies, non-state actors and donors at different levels
• Desirable to have demonstrable experience in community and/or international development including management experience
REMUNERATION
The above position carries attractive remuneration as per Touch Foundation's salary structure and incentive package.
